We have a few positions that sound similar to the type you're looking for: project facilitator, a variety of "specialists" and "strategists", theme coordinator for magnet programs, and other "teacher on special assignment" positions. All these positions are open to teachers without admin experience; admin experience isn't even preferred, as far as I understand. All the people I know in these sorts of positions have no admin experience.
In order to get one of those positions, you should develop a strong resume. Take on leadership roles within the school, like chairing committees. Serve on committees, task forces, and action research projects whenever you can. Put your name out there. These efforts, combined with strong recommendations from your supervisor and good evaluations, will be a step in the right direction.
